John J. Baie, assistant administrator at Mt. Diablo Hospital, has been accepted as a nominee to the American College of Hospital Administrators.
The college is a professional society of some 9.000 hospital and health care administrators in this country and Canada. Prior to final acceptance into society candidates must publish several articles in professional medical administrator journals.
Bale’s nomination was announced at a recent college conference held in Chicago, Ill.
The local administrator joined the Mt. Diablo Hospital staff in 1970. Prior to this he was an assistant director at Mt. Sinai Hospital, New York City, N.Y. He holds a master’s degree in hospital management from City University of New York and has completed additional work toward a doctorate in public administration.

ELKO — John J. Baie has assumed duties as administrator of the Elko General Hospital.
He was named by the Elko County Board to succeed Ken Cook, who recently resigned.
The new administrator was born in Oak Park, Ill. He graduated from the University of Nebraska at Omaha. His master's degree in hospital management was earned at the City University of New York.
Before coming here he was an assistant manager for four years at Mt. Diablo Hospital in Concord, Calif. Prior to that he was on the administration staff at Mount Sinai Medical Center in New York City as assistant director of the hospital.
He also has been one of those selected as a nominee to the American College of Hospital Administrators. He is a veteran of World War II, the Korean War and held the rank of Lieutenant Colonel in the Army.
He and his wife, Claire, have three children. |

ELKO — John J. Baie has resigned as administrator of the Elko General Hospital, a position he has held since Oct. 1. His resignation is effective Jan. 19.
The trustees accepted the resignation in a personnel session Tuesday right. After the meeting, Baie said he had submitted his resignation in protest to what he termed interference by the trustees with his administration of the hospital.
In addition, he said there were "differences" between members of the board and himself.
Baie was named to the position by the hospital trustees following the resignation of Kenneth Cook.
The trustees, after accepting his resignation, agreed that hospital employees would receive a 5½ per cent pay increase to meet cost of living increases. They also raised hospital room rates 5.9 per cent. |

A memorial service for John Jacob Baie, a former Mount Diablo Medical Center director who struggled through the most controversial period in the hospital's history has died.
Mr. Baie died last week at a Walnut Creek nursing home. He was 74.
Mr. Baie served on the publicly owned hospital's board of directors for 16 years. He fought attempts by the board majority to convert the hospital into a private facility in 1985. Mr. Baie's views were supported by outraged elected leaders and the voters, who overturned the privatization attempt.
The next year, Mr. Baie voted against the board majority again, opposing its approval of a $95,000-a-year golden parachute to the hospital administrator at the center of the privatization controversy. The administrator, Riley Green, later lost a court battle to reinstate his pension.
A native of Oak Park, Ill., Mr. Baie served in the Army during World War II, the Korean War and the Vietnam War.
He is survived by his wife, Melvina G. Baie, of Concord; daughter, Diane Baie, and sons Ricky and Jim Baie, all of Walnut Creek; and his stepson, Michael Irigaray, of Martinez.
Today's memorial service will take place at Ouimet Bros. Concord Chapel with burial at Queen of Heaven Cemetery in Lafayette.

John Baie Insisted on serving the public with principle

John Baie would be the first to admit that as a politician, he wasn't much of a success.
In fact, he was quite proud of his political failures, viewing them as proof that he did what he thought was right, not what he thought would get him elected.
John, who served 16 years on the board of directors for Mt. Diablo Hospital and made unsuccessful bids for the Concord City Council, didn't care much for politicians. He saw them as men and women tied to causes they may not have personally supported but needed to ensure their political livelihood.
While they lived lives of quiet desperation, John's life was one of dogged determination. He made decisions based on what he thought was right and what he believed his neighbors and constituents wanted. He never backed down. It didn't make him a popular man on the hospital board. It didn't make him an easy man to get along with. But it made him a man at peace with his actions.
John never regretted any of his choices in life, says his stepson, Michael Irigaray. When John was a kid, he dreamed of joining the Army and seeing the world, maybe even saving it. When he was barely 16, he stole his older brother's birth certificate and enlisted.
Although he hadn't finished high school, John was very bright. He read all the books and took all the tests, Michael says, and by the time he was 18, he had risen to the rank of sergeant. "He often talked about how he was just a pimply faced kid giving orders to men who were several years older than him," Michael says.
When the United States entered World War II, John was posted to the Pacific, where he earned a Bronze Star. Eventually, he worked in personnel and procurement. He stayed on with the Army after the war and served in Korea and Vietnam. He retired in 1967 after 28 years.
John, who had earned his high school equivalency diploma in the Army, went onto college, earning a master's degree in business administration. He then was hired as an assistant administrator at Mt. Sinai Hospital in New York. A few years later, the sunshine and water lured him to the Bay Area, where he became assistant administrator at Mt. Diablo Hospital and also won a seat on the board of directors.
It wasn't always a pleasant relationship. In 1973, he resigned his job, saying later that because of a conflict between him and the administrator, he'd agree to step down in return for favorable job recommendations. When those references never materialized, John sued the hospital for breach of contract.
During the trial, the hospital made allegations of misconduct against John, who failed to persuade a jury he'd been harmed. John later filed a slander suit against the hospital, saying officials had damaged his reputation.
All the while, John remained on the board and repeatedly won re-election. He sometimes was the only voice of opposition, but it would be wrong to peg him as a simple naysayer. If it was something he believed was good for the hospital and the community, he voted for it. And if it wasn't, he voted against. It didn't matter who was behind the issue friend or foe, he voted his heart.
"He was always doing right for the little man," Michael says. "He didn't take the road that was easiest to travel, that's for sure. He'd go the way he thought was right for everybody."
About 10 years ago, John was diagnosed with Parkinson's disease. When his time for re-election came, he stepped aside, deciding he didn't have the strength to do the kind of job the voters expected from him. He remained interested in the hospital, though. In recent years, he added his voice to others who opposed the merger of Mt. Diablo and John Muir medical centers. "He was very proud to be a member of that board and to fight for what was right," Michael says. "He never regretted a day."
